What is this all about?

The College Scholarship Program is the foundation’s primary program.  It is an educational program that provides financial assistance to qualified, underprivileged, high school graduates of San Carlos City descents entering college or university in San Carlos City, Pangasinan, Philippines.  

Since its inception, the foundation has provided financial assistance to 25 well-deserved recipients. 

Who conducts the program?

A scholarship committee is comprised of three members and an advisor in California, USA, and a subcommittee which is the foundation’s local program coordinators, comprised of four members in San Carlos City, Pangasinan (SCCP) Philippines.  Roles and responsibilities are divided between the committees wherein the majority of the management and monitoring of the program are performed by the committee members in California, alternatively the SCCP program coordinators are to assist the students apply, verify documentation and distribute  funds to the scholarship recipients.

Who can benefit from this scholarship?

The College Scholarship Program and all activities related to it benefit high school students entering college who come from underprivileged families by providing them with financial assistance and an opportunity to obtain college education.  Through education, the recipients have a chance to lift themselves up and their families out of poverty.  This activity accomplishes the foundation’s primary objective of giving back to the community. 

What does the scholarship cover?


The MSMAFF SCHOLARSHIP covers costs of books, uniforms, miscellaneous school fees, laboratory fees, and other course-related expenses up to a maximum of $400 a year (or its Philippines peso equivalent). It is renewable on a year to year basis, until completion of a 4-year course, subject to the candidate’s continued meeting of eligibility/qualification requirements, and predicated upon the availability of funds of the sponsors or MSMAFF.
